Should foreigners be allowed to join China's civil service?

Chinanews. Feb. 2 - At a symposium that was held recently, experts from
various institutions such as Beijing University, Chinese People's
University, the Legislative Office of the Chinese Academy of Social
Sciences, and the Legislative Affairs Office of the State Council, gave
their views and suggestions on the draft bill that would regulate civil
servants in China. Professor Hu Zhijie from the State Council's
Legislative Affairs Office noted that the draft bill specified that civil
servants must be Chinese citizens. He proposed that this requirement be
amended to allow foreigners to work as civil servants in China.
Hu pointed out that with China's economic and social growth as well as
its opening itself more and more to the outside world, the necessity of
having to bring in some foreigners to the civil service (at least on a
contract basis) was inevitable. Therefore the draft bill needed to be
amended.
In fact, foreigners have already been employed as government staff in
various sectors in China. The Beijing Olympic Village Organization
Committee (OVOC), the Shenzhen government, the Shanghai Jiaotong
University and the Wuhan University have all recruited persons outside of
China to be government employees and university administrators.
