Nations praise China for Asia engagement

The United States, Australia and Japan concluded historic security talks
with praise for China's engagement in the Asia-Pacific and an agreement
to seek greater cooperation within Asia.

US Secretary of State Condoleezza Rice and Japanese Foreign Minister Taro
Aso were hosted by Australian Foreign Minister Alexander Downer for talks
in Sydney that focussed on the war in Iraq, Iran's nuclear crisis and
China's rising power.

"Supporting the emergence and consolidation of democracies and
strengthening cooperative frameworks in the Asia-Pacific region was a
particular focus of our attention," they said in a joint statement.

"We welcomed China's constructive engagement in the region and concurred
on the value of enhanced cooperation with other parties such as ASEAN
(Association of Southeast Asian Nations) and the Republic of Korea."

The parties welcomed as a positive step a decision by India to place its
civilian nuclear facilities under international safeguards and recognized
the importance of "reinforcing our global partnership with India."

China's growing influence was expected to a major issue at the talks
following remarks by Rice earlier this week urging the Asian giant to
explain its military build-up.

Downer Saturday moved to dampen fears that the trilateral meet was
designed to produce a containment strategy on China, saying it was
natural for three countries with so much in common to meet to discuss
security.

At a press conference after the meeting, Downer sought to reassure China
there was no "conspiracy" against it.

"This is a very natural relationship... and shouldn't be interpreted as
an act of conspiracy against China, of course it's not," he said.

"It's not for China to feel that we are ganging up on China or that
Australia is suddenly changing its policy on China."

Small things count in management

The Qinghai-Tibet Railway has been open for a year now, but most
passengers climbing up to the "Roof of the World" have opted to sidestep
Xining, somewhat of a gateway to the plateau.

It is not because the capital of Qinghai Province does not have an
abundance of tourism resources to offer. The culprit is scarcity of
tickets from Xining to Lhasa, capital of Tibet Autonomous Region.

Once you get off at Xining and spend a few days taking in such sceneries
as Ta'er Temple and Qinghai Lake, you'll probably end up stuck here.
During the summer season, there is a daily demand for 1,200-plus seats
originating from Xining, but only 700-some are available.

Don't even think about getting a seat on the other Lhasa-bound trains
that depart from other cities and pass through Xining. They are all
booked solid through the holiday season, which runs from June to October.

This has made the tourism bonanza elusive for Qinghai and also left a
typical Qinghai-Tibet travel plan disappointingly incomplete for tourists.

Granted, there are reasons why the current capacity of 3,480 tickets to
Tibet cannot be raised. Train cars used in the newly built section of the
railroad have to meet stringent specifications for high-altitude
operation, including pumping oxygen into air-tight cars. And unlike the
packed-like-sardine trains elsewhere in China, no over-booking is allowed
on this route.

While emphasis on passenger safety is commendable, the inflexibility
towards market fluctuation is puzzling. During off season, trains run at
only 50-60 percent of capacity.

A question arises: How come a railroad with such daunting engineering
difficulties, including stretching across 550 km of tundra, could be
successfully built, but adjusting the number of trains to better reflect
seasonal changes of the market appears to be so arduous?

I asked many railway authorities on my trip to Qinghai, but did not find
a satisfying answer. Instead, they gave me the look as if I didn't know
what I was talking about.

I often get this kind of perplexed look when I ask about annoyances in
urban management. For example, the Capital Airport has a public
announcement system so loud that it drowns out a cellphone conversation.
Could they tune it so that it's clearly audible but does not simulate
shouting? Does the system have only two volume levels - off and shrieking?

The same goes for the city's bus service. For a while, ticket sellers
were alerting passengers to the name of the next bus stop. I asked one of
them why they didn't use a recorder-speaker, and she replied that it
would be "noisy to the residents in nearby buildings".

I guess a lot of people shared my curiosity. Soon, the speaker was back
on. And now I can hear buses pulling in from my apartment 100 meters from
the street.

I know bus announcement systems can modulate their volumes because I've
seen buses in other cities with volumes just loud enough for the waiting
passengers. The problem seems to be that those departments run by
bureaucrats rarely pay attention to the small things in customer service.

Why should a train run with more cars in the busy season and fewer cars
in the off season? Why should a bus or airport speaker be easy on the
ear? These may not be life-or-death issues, but it is the job of
management to find them out and calibrate for the best possible result.

Xining could increase the frequency of trains to Lhasa, but that comes
after local government officials made multiple requests and possibly held
many coordination meetings. On most occasions, there must be mountains of
complaints from the public before action is taken. When will the
bureaucrat managers get proactive and resolve those minor troubles before
they grow into an avalanche?

Day 01: Arrival in Beijing
Our guide will pick you up at Beijing airport and transfer to the hotel.

Visit the Tiananmen Square, the Forbidden City and the Temple of Heaven.
The Beijing Duck Dinner is served at the original, century-old Quan Ju De
restaurant followed by a lively Peking Opera performance at the Liyuan

Day 03: Beijing - Chongqing
Visit the Summer Palace. Take a flight to Chongqing. Visit the Panda

ANA painted one of its Boeing 767-300 with a huge panda pattern to
comemorate the 20th anniversary of its opening Japan-China air. The plane
came in front of the general public for the first time on July 24, 2007,

Red-crowned crane festival in Qiqihar

Hill: Six-Party talks go smoothly

BEIJING, July 19 - Chief U.S. negotiator to the Six-Party talks
Christopher Hill said on Wednesday the chief delegates meeting on the
same day had "very open and substantive discussions" and there would be a
chairman's statement released on Thursday.
"We've discussed the work plan, getting the working groups together and
technical issues of sequencing the elements of the next phase, especially
the issue of fuel oil," Hill told reporters when he arrived at his hotel
in downtown Beijing after finishing discussions with Chinese counterpart
Wu Dawei in the morning and all the other chief negotiators in the
afternoon.
"We are not avoiding any topics," Hill said.
Although considering "the mood on the table is quite positive," Hill said
it was a tough process to get things moving on.
He reiterated that the Democratic People's Republic of Korea (DPRK)
should declare all its nuclear programs and disable all existing nuclear
facilities.
The declaration should be "complete," with no flexibility, according to
Hill.
"All means all," he said.
He also said the disabling of nuclear facilities should be verified by
experts to see "how you (the DPRK) disable the facilities," whether it
would be "difficult or easily to be brought back".
"The peace process on the Korean Peninsula needs to be done after, or
certainly not before the denuclearization," Hill said, adding that the
process would be in parallel with the Six-Party talks continuing the
primary job of denuclearization.
He said the meeting would set schedules for all five working groups, to
help implement the second phase, for example, bilateral working groups
verifying the disablement of nuclear facilities and an energy working
group discussing the fuel oil equivalent.
"The statement will be a time frame, covering the conversations we had
today and tomorrow," Hill said, adding that an overall timeframe should
be completed.
Thursday's meeting would begin at 10 am, said Hill.

Project launched to protect women from AIDS

Chinanews, Kunming, Jul. 13 �C Yunnan Provincial Bureau of Health
revealed on Wednesday that a project had been launched in Yunnan to
protect women from AIDS. The one-year project will help 80% of women in
Yunnan get some basic knowledge of AIDS.
Yunnan has been seriously hit by AIDS in recent years. There were 34
thousand HIV-infected patients and 48 thousand AIDS patients from 2004 to
2006. Experts said that currently more women than ever in Yunnan are
threatened by AIDS, and they are also the main force in the fight against
the epidemic.
The project comprises an educational program, aimed to help more women
understand the seriousness of AIDS infection.

Rat haunting Dongting Lake

Shanghai and HK: Strength in synergy

BEIJING, June 29 -- Discovering that size does matter, stock exchanges
around the world are rushing to establish alliances and partnerships with
one another that could lead to outright mergers and acquisitions.
The London Stock Exchange recently announced it has bought Italy's Borsa
Italiana SpA for 1.63 billion euros. Weeks before that, Tokyo Stock
Exchange said it has bought a 4.99 percent stake in Singapore Exchange
Ltd to enhance cooperation on derivatives business between the two
bourses.
This cooperation between two Asian bourses has given a renewed impetus to
the idea of creating a link between the Hong Kong stock exchange (HKSE)
and the Shanghai and Shenzhen exchanges as many mainland companies are
listed on both bourses.
Economists and analysts say stock exchanges are being prompted to look
for partners by rising trading costs, fierce competition in wooing
companies to list, fast-growing derivative products and the ballooning
turnover of hedge funds.
"International stock exchanges are in a hurry to expand their businesses
to vie for the limited capital market resources," said Sun Lijian, a
professor with Fudan University.
"Stock exchanges are seeking cooperation in different areas to provide
differential services to clients, and avoid the fierce competition with
sub-market leaders," he added.
For example, the Tokyo Stock Exchange is beginning to focus on the
derivative market instead of providing the traditional capital settlement
service, which is Hong Kong's main strength.
Asked if similar possibilities of merger and acquisition exists between
Hong Kong and Shanghai stock exchanges, Zhou Wenyao, the admin president
of HKSE, told Security Times that there is no such possibility at the
moment because the renminbi is not freely convertible and the mainland
stock exchange has not been listed.
"Besides, the restriction of capital account has not been totally eased,"
said Sun.
But the benefits from a merger of two bourses, if it ever happens, are
enormous.
Joseph Yam, chief executive of the Hong Kong Monetary Authority (HKMA),
said in his recent report: "It's clear, at least to me, that there would
be big advantages if the two markets were linked: overall liquidity would
be increased, price discovery would be made more efficient, market
discipline would be promoted, and it would be easier for market players,
intermediaries and the authorities to manage risks."
The mainland is now the fourth-largest economy in the world in terms of
gross domestic product, the third-largest trading nation, and the largest
holder of foreign reserves.
"The creation of a channel between the two markets will allow them to
function as one and enjoy the benefits of one, much larger market," he
said.
Shanghai Stock Exchange (SSE) now ranks ninth in the world in terms of
total market value and seventh by total turnover, according to statistics
from the World Federation of Exchanges.
In the past six months alone, the market capitalization in SSE has
increased 99 percent to 14.2 trillion yuan, while the daily turnover is
up 455 percent to 133 billion yuan.
Meanwhile, the average daily turnover at HKSE was as high as HK$33.9
billion in 2006, up 85 percent from the year before. Its net profit was
up 88 percent to HK$2.519 billion.
The only cooperation between the Shanghai and Hong Kong stock exchanges
till now is the memorandum of understanding (MOU) signed in May 2002 on
staff training exchange.
Yam said the Hong Kong stock exchange, together with the Shanghai and
Shenzhen bourses, organized two working groups last year to research on
how to improve the mechanism of an "A+H" listing, including the
simultaneous trading suspension, suspension-lifting rules, and
synchronous price quoting.
"If we are to achieve that channel between the mainland and Hong Kong
financial markets, it will be necessary for the authorities in both
jurisdictions to establish a working relationship between the two
financial systems that will enable the country to benefit from the
opportunities arising from the differences between them," said Yam in his
report.
The bourse acquisition spree began with the New York Stock Exchange
buying 91.42 percent shares of Pan-European Stock Exchange for $11
billion last June. The stock-trading platform, currently connecting New
York, Paris, Brussels, Amsterdam, Lisbon and London, has an average daily
turnover of $120 billion.

Inflation rate hits 27-month high

released on Tuesday by the National Bureau of Statistics.

June 13 - China's inflation in May hit the highest level in 27 months on
rising pork and food stuff prices, raising the pressure on the central
bank to raise interest rates.
The Consumer Price Index (CPI), a barometer of inflation, rose 3.4
percent compared with the same period of last year, the National Bureau
of Statistics said Tuesday, beating the three percent target set by the
People's Bank of China for this year.
The increase, after a 3.0 percent rise in April and a 3.3 percent growth
in March, was mainly driven by surging grain and pork prices. In May,
food prices jumped 8.3 percent, while non-food items rose 1.0 percent.
Among food products, grain prices rose 5.9 percent.
In May, the price of meat and meat products shot up 26.5 percent, and
that of fresh eggs rose by 37.1 percent. But the prices of fresh
vegetables and fruits dropped, by 2.3 percent and 11.2 percent
respectively, according to the NBS statistics.
A rise in food prices is especially sensitive because it would be felt
most strongly in the poor countryside. The NBS said the CPI rise in May
in the rural areas was 3.9 percent, and that in the urban areas was 3.1
percent.
Pork prices climbed 43 percent year-on-year in the first three weeks of
May, according to official figures released earlier. Food accounts for a
third of the consumer price index and meat for seven percent.
The newly-released figure makes May the fourth straight month that saw
inflation outpace the benchmark one-year deposit rate, eroding people's
purchasing power and making the case for an interest rates hike.
Last week, central bank governor Zhou Xiaochuan said he was "closely"
monitoring the rising food costs and will study May's CPI data before any
interest-rate change.
"Inflation is breaching the target and putting pressure on the central
bank to raise the rates," said Bank of China (Hong Kong) Ltd economist
Michael Dai in an interview with Bloomberg News. He expects the central
bank to increase interest rates twice more this year.
Tao Dong, chief regional economist for non-Japan Asia at Credit Suisse,
believes another three hikes are needed to reduce inflationary pressure
as well as to rein in soaring investment and property prices.
However, HSBC chief China economist Qu Hongbin and CITIC Securities
analyst Chen Jijun disagree. They believe rates hikes will not help curb
inflation as it is mainly caused by the tight supply of some commodities.
The central bank has raised interest rates twice this year, with the
latest coming on May 19 when the benchmark one-year deposit rate was
raised 27 basis points to 3.06 percent, while the lending rate for the
same period was increased 18 basis points to 6.57 percent.
On the timing of the next rates hike, some analysts expect it to happen
before late June as CPI has been hovering at or above three percent for
several months.
However, Shenyin Wanguo Securities chief analyst Gui Haoming put the
timeframe in July or August. The central bank raised the interest rates
just in mid-may and it usually will wait some time to see the feedback
before another move, making rates hike in June unlikely, Gui explained.
Qiu Yanying of TX Investment Consulting Co. echoed Gui's points. Qiu
expected the central bank to wait until next month's CPI is released
before deciding on further interest rates hike.
Stock market
The analysts are divided on the impact of an interest rate rise on the
stock market, which is gradually recovering after a series of slumps
caused by the stamp tax hike announced on May 29.
The influence on the equity market will be limited, as an interest rates
hike was expected, said Gui Haoming.
However, other analysts thought the market is currently at a sensitive
period and an increase in interest rates will probably result in wilder
fluctuation. They also pointed to the weak performances of banking stocks
in the last few days, which they said was caused by expectation of a
rates hike.

Soul's shop comes to Shanghai

Chinanews, Beijing, June 8 - On the morning of June 7, the first day of
the National College Entrance Examination (NCEE), many parents
accompanied their children to exam venues to encourage them.
"OK, go," said Mr. Ma to his son. However, it had taken him several hours
to think about these two simple words, and his mother said the same thing
to Ma when he was about to leave home to take the examination years ago.
Mr. Ma took part in the NCEE himself in 1977, the first year when the
NCEE was restored after a ten-year gap in the notorious ��cultural
revolution�� (1966 - 1976). "At that time, the examination wasn't the
focus of the public attention, and none of parents accompanied their
children to exam venues that day," said Mr Ma.
China's NCEE is the biggest of its kind in the world, with several
million candidates taking part every year. In Beijing alone, 125 thousand
students will compete in the current examination, and 70% of the lucky
ones will be admitted to college.
After 30 years, today's parents in China have learned how to control
their emotion in a way that will not put a heavy pressure upon their
children.
"It's hard enough for them to face the pressures from both the society
and school, thus what we parents can do is only to show our love to
them," said a father. "Besides, I firmly believe parents should be
responsible for children's failures and mistakes, so it's no use to put
any more pressures upon our kids."
"Take a deep breath and you can do it, sweet, because you have worked
hard enough!" said Zhao to her daughter.
Most parents left after the examination began, because "waiting here
won't help the children anyway."
Though both the media and the government have tried very hard not to make
a great deal of fuss about the NCEE, it has still triggered widespread
concern, as drivers are asked not to sound the horns and traffic control
is exercised around exam venues, even the working hours of construction
sites are shortened, to make sure that all the examinees will enter the
��arena�� in top form and play their best in the examination.
