It is the first decline in the past ten years. According to the National Bureau of Statistics (NBS), unemployment rate is one of the four objectives of the macro controls. The decline in registered unemployment rate in urban areas could be attributed to the healthy development of the economy and the effort made by all government agencies and other organizations. 9.8 million jobs were newly added in urban areas in 2004, 800,000 higher than previously estimated.
